34. It appeares that 崔金 was assuming
false name of 東學黨 to intimidate
local authorities to get money
but if you wish I shall send
them. Reliable report of Corean
police sent to interior says:
a great number of 東學黨 from
全羅道 took by force 河東 35
里 from here 府伯 escaped they
are assuming very serious
attitude neighbouring territory
being defenseless if you have
no objection, I will consult
with our commissary of stores
here and send soldiers with
the Japanese and Corean police
officers to disperse insurgents
and capture leaders in that case
